[~hadoop_yangyun] I have a doubt here,
 As of now we are allowing the owner of the directory to set quota on itself? 
We aren't checking the parent owner? If the parent owner is X and directory on 
which we are setting quota, the owner is Y, So X can't set quota on Y, in the 
present implementation. Y can only set quota on itself.
Is this what intended? If so, we need to change the messages and description 
indicating "parent" or Have I messed up and missing something in the context
