Thanks [~elgoiri] for the review.
Updated the patch with below changes,
* Add new case that other user in same group can not set quota.
* Add new case that the owner can set quota even without the setting of super
user.
* Make the test in it's own file and separate the long method to several.
* The {{ugi.doAs}} has two implementations, looks can't support lambdas.
* Name the new patch as HDFS-13377.003.patch.
