Thanx [~liuml07] for checking, Usually I don't favour reverting if things can 
be fixed and the contributor is active and ready to fix. I think we can just 
reopen and have an addendum patch.
[~wangyayun] I guess you need to handle {{downgrade}} scenario as well, You 
shouldn't allow setting quota for {{NVDIMM}}, unless upgrade is finalised. Else 
on downgrade you will face issues? Give a check to {{NamenodeLayoutVersion}}.
Please reopen this and provide an addendum fix above your changes. If you get 
stuck somewhere or have any doubts on this stuff, feel free to ask..
