now, before the merge, should we move this to being a HADOOP JIRA over an
HDFS one?
I ask as changes in the ipc module alternate between the two, with anything
coming out of HDFS getting a JIRA from there, stuff originating in hadoop
common getting a hadoop one. Given how the code is so critical to hdfs I
understand that -but the big changes which have gone in recently (HADOOP-18324)
have been with a HADOOP prefix.
this does't just affect this jira, it affects HDFS-16853. that's come out an
hdfs test failure, but I think I will move it to HADOOP now.
what about this one? the change is straightforward: move the jira, change
the @since tag and commit with the new jira ID.
