I'm a little confused about how this change (and the {{VolumeChoosingPolicy}} 
in general) is intended to work with HDFS-4990.  With HDFS-4990, the NameNode 
chooses the exact StorageID for block placement.  This change allows the 
DataNode to choose the storageID based on the StorageType.  

Perhaps I'm just mirroring Junping's last comment on HDFS-4990...
