For the Heterogeneous feature we do not intend to modify {{addBlock()}}. The 
client will not be able to request block placement at block-granularity. 
Storage preferences will be indicated per-file and these will be used as hints 
by the NameNode to select target storages. This is essentially the #2 approach 
described by Nicholas without the changes to {{addBlock()}}.

To keep things simple for now we can defer the decision on whether to allow the 
DataNode to override the target volume or not.
