Since it is an incompatible change, let's leave trunk as-is and create a JIRA
against HDFS-2832.
For HDFS-5157-v2.patch, the changes in FsDatasetImpl and FsVolumeXxx are still
very useful. Let's revert VolumeChoosingPolicy,
AvailableSpaceVolumeChoosingPolicy and RoundRobinVolumeChoosingPolicy. We will
remove them later.
