still very useful. Let's revert VolumeChoosingPolicy,
AvailableSpaceVolumeChoosingPolicy and RoundRobinVolumeChoosingPolicy. We will
remove them later.
No problem. Will update patch soon. The revert changes also includes
FsVolumeList and VolumePolicyTests.
