I'm not sure I understand. I am interested in OpenOffice that fully supports
Hebrew (includes Hebrew typing, bidirectionality, Hebrew spell checking, and
Hebrew fonts), but continues to use the good-old-English user interface.

So do you mean to say that currently I have only two options:
 1. Get OpenOffice from openoffice.org, but have no Hebrew support
 2. Get OpenOffice from openoffice.org.il, but have no English interface

The current US-en OO works with Hebrew. The two things I (and my potential users) miss is a Hebrew speller and RTL calc sheets.
Both functions exist in the Hebrew RC5, but with the Hebrew interface (I am biased, I don't like Hebrew menus on any application)



Unfortunately, neither of these is what I would want :(
