I did not follow the whole thread, so sorry if I am just stating
something already said, but:

You can (almost) do that using grub-efi-removable-bootloader bootloader.
I am using it on my laptop (with bad EFI implementation ^_^).

Whether the file should be created always, I am not sure.  In case user
manually installed some other system with EFI/BOOT/BOOTX64.efi, this
would nuke it, preventing co-existence, no?  Probably would need some
flag.  Or, maybe, ability to configure multiple (bootloader) fields for
a single (operating-system)?  So you could have both grub-efi-bootloader
and grub-efi-removable-bootloader on a single system.  Hm.
