This is wrong.  texinfo.tex teaches TeX what Texinfo is, it does not
contains formatted text.  The documentation is actually in the *.texi
files, so it is

        texi2dvi texinfo.texi

which is right (I don't recall the name, maybe texinfo.texinfo :)

Anyway, GNU packages are supposed to support a target `dvi' so you
don't have to wonder what you have to do.  Just

        make dvi
