    cd texinfo-4/doc
    texi2dvi texinfo.tex

texinfo.tex is the macro file that defines Texinfo.  It's not a texinfo
file itself, or anything that will create a useful dvi file.

What you want to do is run texi2dvi on texinfo.txi, which is the manual.
