My references indicate that you could get hold of a program called MakeRTF (sorry, no URL) which can produce RTF files from Texinfo sources, and then use the Windows Help Compiler, which is available as ftp://ftp.microsoft.com/Softlib/MSLFILES/HC505.EXE, to convert RTF to the Windows Help File format. I have never used any of these tools, so I have no idea how well do they work, nor whether MakeRTF supports all the fatures of Texinfo 4.0. (I do know that the Help Compiler prints lots of warnings when converting such RTF files, but you can ignore them.) As for HTMLHelp, if there is some publicly available description of the format of these files, perhaps it might be a good idea to support them in a future release of Texinfo?
