It's arguable how much GNU tools are considered to support Non-GNU
systems. Since HTML works good on all OSs, it's not that important to
make makeinfo to output an proprietary "HTML".
Personally, I'm much more interested in more (cf. texi2html) and
conforming HTML (2.0, 4.01) and in XML.
