Texinfo has only limited facilities to offer for this: you can insert
raw HTML commands in an @html...@end html block.

However, it strikes me that if you need to deviate so much from the
standard format produced by makeinfo, perhaps Texinfo is not the right
tool for whatever you are trying to do.  Texinfo is not a
general-purpose HTML authoring system.  It exists for the purpose of
writing documentation for computer programs, and is deliberately
simplified to be easy to use.
