I wouldn't quite advocate using just adhesive for the velcro. I was thinking of a wood frame for the boards and using hardware fasteners to hold the velcro on stronger than adhesive could alone. I imagine you could just sandwich the edges of the boards with some plywood strips. All this increases cost but it seems like the trade off is that you get substantial benefits in reusability.
