Most frequent in number of disasters, number of people affected, or both. Floods and famine seem to happen in wide flat areas, and probably relatively low.
Another question is if those devices are more badly needed in certain kinds of disaster. I've seen predictions with an average of 150 million people affected. Not sure over how many years.
