Did you just cut the bevels? Any of the foam dust on the foil exterior could interfere with tape adhesion. I had the same problem and used a leaf blower to get rid of the loose stuff, but then had to use a painters tack cloth to remove the fine particles. The dust tends to cling stubbornly.
