There's 4 SDK 2.2 packages available on http://hlsdk.valve-erc.com

Full SDK - Includes source code for single player and multiplayer MODs and
includes models, maps, and documents explaining how to create models, maps,
sounds, textures, etc.  It also includes Worldcraft and all of the binary
utilities you need to create BSP map files.

Full SDK Source - Contains only the Source Code directory for single player and
multiplayer MODs (doesn't contain any models, maps, documents or binary
utilities).

Standard SDK - Includes source code for multiplayer only MODs (no single
player) and includes models, maps, and documents explaining how to create
models, maps, textures, etc.  It also includes Worldcraft and all of the binary
utilities you need to create BSP map files.

Standard SDK Source - Contains only the Source Code directory for multiplayer
only MODs (no single player).  Doesn't contain any models, maps, documents or
binary utilities).

If you are building a multiplayer only MOD and you are only doing the coding
(not doing any mapping, modeling, texturing, etc.) then you should just
download the Standard SDK 2.2 Source zip file.
