Not in my experience. If you jump into a TFC HLTV server, for example, you'll initially have no stats on any of the players on the game. You don't even know their team. As the players get kills, capture the flag, or whatever, you'll see their names get the right color on the scoreboard and you'll get their score. The client's picking up on the player info as the HLTV proxy gets messages about what's happened. What you'd want is for the person connecting to the HLTV proxy to be able to get all the players score info from the start and not have to wait for something to trigger the individual messages. > Perhaps you are trying to "buffer up" some other the previous events that > occurred on the server then send those out to a new client when they join.
