I don't think that would've mattered.  The source code was probably grabbed from 
SourceSafe (or equivalent) using someone's network account/password.  If the hacker 
was able to get into SourceSafe, it wouldn't have mattered if the SourceSafe box had 
direct internet access or not.  All he/she needed was to get into Valve's LAN (through 
VPN or a trojan on anyone's machine), and then access SourceSafe from there.  The only 
way to secure the code would've been to cut the whole Valve LAN off from the internet, 
which obviously isn't practical.
