I don't think that would've mattered. The source code was probably grabbed from SourceSafe (or equivalent) using someone's network account/password. If the hacker was able to get into SourceSafe, it wouldn't have mattered if the SourceSafe box had direct internet access or not. All he/she needed was to get into Valve's LAN (through VPN or a trojan on anyone's machine), and then access SourceSafe from there.
