make sure you have "-steam" defined on the command line when you run hl.exe.

I'm debugging hl.exe and setting the working directory to the halflife
directory.

I can play HL, CS and my mod through steam without any problems. I
installed from steam not from the CD, so I don't have any of the old HL
structure installed.
