I do have -steam set, it complains that steam is not running if it is
not set.

I read my post a few times before I sent it making sure I said
everything relevant, still missed this ... can I blame it on the rain? ;)

I'm debugging hl.exe and setting the working directory to the halflife
directory.

I can play HL, CS and my mod through steam without any problems. I
installed from steam not from the CD, so I don't have any of the old HL
structure installed.
