I didn't check because I've never touched a Steam.dll in my life, but it appears one managed to sneak it's way into half-life 2/bin :) Sneaky bastard child of a file.
But I'm an idiot and already started re-downloading HL2, so I won't be able to let you know if things work for another two hours or so. Although I'm sure it will work.
