This was covered in the last discussion. In case you missed it:
Valve does not want to have to field support issues related to third party addons that change the game experience unexpectedly. Instead of having a 'pure server' option, like quake et al, they've decided to nix addon support.
I can only see benefits for both valve and the community to include such options
