I haven't bothered looking at the code involved myself yet, but I suspect that there's a reason for why it's stricmp now. This is one case in which I think it would be better to "patch the leaks" rather than try to "fix the problem at the root". If any bugs came up, as in the hud_chat, I'd go ahead and fix up the hud_chat itself.
