Here's what i did:
void Client_RoundReset()
{
[[snip]]
    //clear all decals
    engine->ClientCmd( "r_cleardecals\n" );
    Msg("Client: Round Reset!\n");

}

which gets called from a UserMessage. ("RoundReset")
