You would only go into Offline mode if you knew you were going to be off line for a period of time e.g. taking a laptop out of net connectivity. It is not there to safeguard you should your internet suddenly drop out.
Although here some people report that starting up Steam without a net connection gives you the option of an off line mode? I can't say this has happened to me personally...
