You need to add the -dev switch when you run steam. So your steam icon's target should look like this : "C:\Program Files\Steam\Steam.exe" -dev
unplug your internet connection, run steam and choose offline mode and it will not complain about not being able to log onto the steam network. Now you are able to run any steam apps/games/mods even if u'r not connected to the internet!
