if it's a hudelement, use
DECLARE_HUDELEMENT_DEPTH instead of DECLARE_HUDELEMENT.

ie:
DECLARE_HUDELEMENT_DEPTH( CHudMorphball, 70 ); //Tony; render under other
hud elements like obituary

DECLARE_HUDELEMENT defaults the depth to 50.

>50 = under default panels
<50 = above default panels.
