Legal question (Win2k + HLDS inside)

Hi all! I have a legal question about Win2k: When I run a 20 players CS server on a Win2k box, must I have a licence for 20 simultaneous connections or not? My problem is that legally, a Win2k Pro can only have 10 simultaneous connections, but I dont'know if the HLDS connections are concerned about that...   Anyone knows?
