Win2k's 10-connection license has nothing to do with HLDS or anything
else. The point of the license is to discourage use of the less expensive
Win2k Pro as a production file/web server instead of Win2k Server. HLDS
requires no license (what, you think Valve wants to put up several thousand
servers all over the world? :), and there is no violation of your Win2k
license.
