Win2k's 10-connection license has nothing to do with HLDS or anything else.  The point of the license is to discourage use of the less expensive Win2k Pro as a production file/web server instead of Win2k Server.  HLDS requires no license (what, you think Valve wants to put up several thousand servers all over the world? :), and there is no violation of your Win2k license.

Hi all!
I have a legal question about Win2k:
When I run a 20 players CS server on a Win2k box, must I have a licence for 20 simultaneous connections or not?
My problem is that legally, a Win2k Pro can only have 10 simultaneous connections, but I dont'know if the HLDS connections are concerned about that...
 
Anyone knows?
