You can easily setup your filter rules to filter out anything between a
certain range as well.  I am only losing those server's which have a
sv_maxrate 1-5999 and there's still 10,000 showing at any given time.

You might be filtering out a lot of servers. There are quite a few with
maxrate set to 0, and a lot more with maxrate less than 6000. Unless you
do this intentionally....FWIW I set maxrate to 4500 on my server, and my
client - works good enough for me, I've set it up to 7500 and more but
could never tell the difference. But 1500? That's a bit too low, I think
gameplay might suffer with maxrate that low.
