Well, it will limit the amount of data sent to each client, lowering your
overall bandwidth usage.  Play with it and see.  It can't hurt to try, can
it?  Tell ya what, set max_rate to 2000, and monitor how many peeps you can
support before lag sets in due to constrained bandwidth.  Then, gradually
move max_rate higher, +1000 per increase, until you start seeing the player
ping averages go up.  Leave it at each mark for a couple of three days to
get a good performance sample.  Testing each setting for only an hour or two
won't do it, especially at peak internet usage times say weekends and
evenings.

Using this method, you should be able to find the right balance of max_rate
and total players for your server.

BTW, are you sure the problem is bandwidth related at the 12 player barrier?
What CPU is in the server?  How much RAM?  Hell, I don't even know what mod
you're running.  Are you running Bots as well?

In short, if you hit a wall at 12 players, either your server hardware is
maxing out, or you have constrained bandwidth.
