yes setting your max rate means your players cannot saturate the bandiwdth
you are offering.  The official or unofficial connection for a 20 players hl
server is supposed to be around 768KBps up and down in order to support 12
players, but if you dont set your rate then your player load can be way less
cause some would hog the bandiwdth to a point.

with 16 players on my server they use an average of 265Kbps down and 350Kbps
up.

you have to take in account my combined bandwith is load balanced between 3
cable modems each at 1500KBps x 350KBps which comes out to roughly 4500/1050

my rates are set sv_minrate 2000 and sv_maxrate 3500
For one setting the rates so close together minimizes the ping fluctuations.
Instead of players pinging like 120, 200, 75, 180... They ping more like
120, 140, 125, 130...

As well it means that those who have their own rate set to 8000 and above
for cable will not take all the upstream from those who are starving for it.
It generally makes the game more playable for modem and cable/dsl users
alike.

Note that most cable connections can barely handle 10 players and even with
alot of tweaking 12 is a max if you are lucky.
