I'm not sure exactly what you are asking. Are you referring to installing Linux your workstation (gaming client), or on a server?
Tell us what you are attempting to accomplish, in detail, and we'll try to help you out. If you're wanting to run a dedicated HLDS server, DON'T run it on Windows 9x (this includes Windows ME). Use Windows NT/2000 or Linux. If you are new to Linux, I'd recommend against this option. Are you wanting to run a dedicated server, or a LAN only server for you and your friends?
