ive seen similar problems on both win2k and 2k3 server...in win2k for some
reason it is internaly designed to limit each connection to 1.5mb
symetrical...and 2k3 server does similar...check to see if you have the IIS
installed and if it is set to 1.5mb....if it is open it up...also are you on
a true 100mb line or just on a 10mb line on a 100mb switch?...most co-loactes
are on 100mb backbone but each unit is alocated a 10mb line...if this is the
case you may be hitting peaks on the 10mb limit...also are you running the
fast map download from http on the same unit?...


we have had some issues when a 56k user is d/l maps form the server of some
lag and momentary high pings.

as far as tweaks...try speedguide.net for tweaks...MOST of the xp tweaks will
work on 2k3 server...also ive heard of some issues on 2k3 standard server
having bandwidth limits built in similar to those of 2k pro...except in 2k3
it has to deal with the built in firewall.

you may want to see if you can get a hold of 2k3 enterprise server...that
version does not have the internal limits of the lesser versions.
