First...change the port number.

Then, I would try to edit the valvecomm.lst file:
Edit the master servers there and make them bogus values.

I have verified that sv_password is set on my server. However, clients
are
never prompted to enter a password when connecting. I tried using
nomaster
(both in the cfg and command line) - the server still shows.

Am I missing something obvious here?
