My Clan made our server a Lan only server Where the server does not show up in the list but if you have the ip you can still connect buy adding the server ip to your Favorites.

I have tryed sv_password everyway I can think of and you are still never asked to enter a pass and can freely join the server. Or, if your running the server and client on the same machine, a quick way would be just to unplug that machine from the internet while your doing your testing. One think I have not played with is sv_lan.
