In my experience, it takes a lot of work to build a good server and community. Webpage, clear server rules, good admins and a live forum. Relying on the server list to make a popular server is just too lazy and won't last. We have been building our servers from adsl lines and now have better bandwidth but it is the work on the website that has proven to keep players comming back.
