Why would you say that? Have you actually seen the task manager while the servers are full? Go to the "processes" tab. If that dod server hits 50% cpu utilization, then that's your problem.
Switch maps to avalanche during primetime and wait till the server is full (verify it with a tool like hlsw). Then check the cpu usage. You may be surprised.
