It stops players from fiddling with how many actions they can perform within a given time period, supposedly. There is probably a more technical explanation but its not like you will get an answer from Valve on the issue so you really don't have too much to lose.
And no it shouldn't affect normal people unless they are lagging, in which case they are lagging so tough luck really.
