I'm sure all server admins would love to be paid. But there's no repercussions for a cheating CS player, even with admin control and good AC. Server admins cant issue a cheater with a fine, they can ban them, but then look what you get, the cheater goes off gets a new steamID and goes to hassle a new server.
Think about what's running through a cheater's mind, getting banned by a server admin (which is near to the only defense available to someone running a server now, and active ingame admins would far be the ideal) means that the cheater has the inconvenience of opening one file and changing one character sometimes (depends on the way they use the "non-steam" to access the game). Couple that with the manipulative actions of the person cheating, which causes major frustration to your average "pub nub" and probably most of the server. This in turn would egg the cheater on, giving him the scenario he seeks and you have defiantly got a scenario that will hurt the game, its community and eventually the makers of the game. Cheating has ascended to all levels of the online community in this game, there is a large number of people cheating out there that started out of the frustration of trying to play the game legitimately, and I guess have found the game to be more enjoyable, and more relaxing by manipulating a number of people for their own fun. I enjoy playing this game, and I play with my team, going to LANs where we try to the best of our ability (which isn't all that good, but its what we like), but when you play this game online you automatically suspect people of cheating, or at least be wary of people. The game shouldn't be like that and at the current point of time it is very bad, purely because of the ideal situation for people wanting to play the game with an advantage over people, or worse for people who play the game just to invoke others and enjoy watching the repercussions (while, I add, suffering none of their own). There would be other arguments for both sides, but as an admin and a player I see the major problem at the moment as the pure inability of people to reprimand those that cheat. Dynamic IPs and guides on the internet on how to change your MAC address further the problem I admit, however you've got to focus on things you can change. An out of date VAC wouldn't BE all that bad IF the server admins, who are usually quite resourceful people, could get their own practices in. But at the moment you just can't ban cheaters! It is not up to Valve to make an anti-cheat. They get no more money for it from anyone when they make it. All Valve has to do is make games. That's it, nothing more. But they do alot more than that for the community. They patch their games, they support 3rd party mods, they take suggestions from the community, they do all this stuff and wow people bitch cause some lamer decides he wants to cheat.
