Well done in managing to evade anything that will possibly help the original poster when others are trying to advise about what will help on a single processor setup where there's less chance of aggregating like you are.
Kinda familiar :), another simple setup that works by the law of averages of some being empt as has already been mentioned as a deciding factor. (Thats fine btw, most aggregate especially as you up the power of the server overall to handle multiple processes/games, but most people go way beyond what you have even remotely suggested to improve player satisfaction in terms of settings, you actually don't even seem to hit upon some of the more critical ones that affect this setup which is kinda interesting). There's often a simple correlation of the more servers you can host on a box ~ the more servers that are underused or not wanted to be used ;). You can play that angle whichever way is wanted.
