How about rate 25000 and cl_updaterate at 60 out of interest? Afaik (and no expert!) choke is primarily client side, but I would assume there's certain server aspects as well that comes into play like the servers maxrate etc if lower than the clients it would take precedence. I.e if server sv_maxrate is set at 10,000 upping the client won't help, the server would want to send more, but couldn't still.
Could be that the new server you've moved to actually wants to send more info now (depending on server settings and ability), and is actually performing better, just network commands side (server and client) aren't setup to deal with it.
