It's hard to define within reason - if you have broadband, the sounds
download in seconds, if you have dialup it takes longer. I run a ton of
custom maps, so users new to my server have to download the maps anyhow, and
may not notice the sounds being downloaded with the map. Most sounds are
user initiated, except for the "don't let the door hit you in the ass" when
you leave the server, and the "who can say?" when someone dies that I have
not yet figured out how to get rid of. Sank_sounds plugin lets you define
spamming parameters so someone that uses the sounds too much gets warned and
kicked. In my case, I would say the sounds are within reason and you only
have to put up with a brief 100k download the first time there.

But 64mb? Are there servers that actually require a MB or more of sound?

as long as the sounds are within reason and thay are not played way to
much its ok, its just most of the time it gets out of hand.
