We have on our servers just 2 bots running around with join_after_player 0
and bot_quota_mode fill. So the bots use some cpu but we have mapchanges and
the timers run. Otherwise a player joins a de_dust map he's wanting to play
and the first thing the server does after he has logged in, is changing to
another map.

It's not an answer to your question but we use them for triggering round
starts and map changes. And if anyone joins, one bot will leave the server
as soon he has joined a team.

I'm currently a counter strike source server, running only the
Mani-Admin mod plugin, so no Mattie Event Scripts or anything else like
that.

This is something that I've noticed happening, because we have the bots
set to join after players.

When the server has more than one player then there isn't a problem,
bots add and rounds end quite happily.
However, when the server is empty and a player joins, we've had
complaints of the bots not joining until the player commits suicide or
completes the objective and I've personally duplicated this myself.

When a player joins the server the round appears to have zero round time
left.  The bots don't join the server, because this correctly happens at
round start, but for some reason the round is failing to restart.

Is this something anyone else is seeing?  Or is there something I need
to check (I can't think of anything)?
