You could always test it yourself by disconnecting your "Intarweb" connection, turn on the server, set SV_LAN 1 and see what happens when you try to connect with your client PC.

Is there some place where I can download files from earlier patch versions? At this LAN the large majority of players going to play CS:Source will have original copies of the game, including authentic Steam accounts and wouldn't like to see them screwed up in any way.
