I'm running a 20 person server on my 800 kbs up adsl connection and it works
pretty well with these settings
sv_maxrate 3300
sv_minrate 0
sv_maxupdaterate 13
66 tick
on a 2600+ sempron with 1 gig ram that I use exclusively for cs and the
graphics card has no effect on preformace so you might be better to sell the
card and buy better internet
Running this server however requires that I never upload any inc p2p and I
run the server at maximume effeciency. So it is possible to run a nice
server on a home dsl connection
