I have done this for my HL2 servers, not sure if it's supported in HL1
(I believe it is)

Use bzip2 to compress all your files. I used the Cygwin version of bzip2
then uploaded them via ftp to my website.

I found out that you can actually compress everything.  Materials, maps,
etc.

After compressing them, upload them to your web site but keep the folder
structure intact.

Then in your server.cfg file use the following 2 directives:

sv_allowdownload 1
sv_downloadurl "http://www.awpaholica.com/maps";

Obviously, replace with the domain name/IP of your web server.

On my webserver I have the following folder structure off the root dir:

maps
maps/maps
maps/materials
maps/models
maps/sound

An example for bzipping your maps:

cd maps
bzip2 *.bsp

bzip2 automatically changes the file extensions of all the files for you.
